New Requirements for EVMS Office of Sponsored Programs
The U.S. Department of Health and Human Services (HHS) has amended the Public Health Service (PHS) regulations related to the disclosure of investigator financial interests, review, management and reporting financial conflicts of interest associated with research projects funded by NIH and other Public Health Service (PHS) agencies.
To comply with these new requirements, EVMS has adopted a Conflicts of Interest in Research and Sponsored Projects Policy 2012 effective August 24, 2012. Please refer to the COI website for further details regarding the new Conflicts of Interest policy and process.
In an effort to comply with the new policy, the Office of Sponsored (OSP) has modified the OSP Proposal Form. The following are a few notable changes on the form and the OSP process:
- The signed OSP Proposal Approval form must be sent by the Principal Investigator to the Office of Research for verification that a financial conflict of interest form is on file for all “investigators” prior to sending to OSP. The completed OSP Approval form with signatures should be forwarded to the Office of Research for verification at firstname.lastname@example.org.
- All key personnel and “INVESTIGATORS” should be listed on the form. Investigators include Principal Investigators/project directors, senior key personnel and “Any other individuals, regardless of title or position, who the PI deems to have authority or independent responsibility over the design, conduct or reporting of research/sponsored projects.”
- Collaborating institutions/companies should also be listed on the form along with the name of the collaborating investigators and their contact information.
- Please note, Sponsored Programs no longer requires that investigators complete the one page “Disclosure of Interests Form” at the time of submission. Instead, investigators must have on file with the Office of Research a “Disclosure of External Financial and Time Commitments Form” prior to proposal submission.
